Information Regarding Water Rates

The SWUA billing structure is based on the city of Colorado Springs suburban rates.

As of March 2026, SWUA water bills consist of four parts: a commodity charge, a customer charge, a maintenance fee, and an infrastructure fee.

The commodity charge is for actual water used and as of March, 2026 is billed at a rate of either $7.45 per ccf for usage under 2000 ccf and $8.50 per ccf for usage over 2000 ccf.

The customer charge is $24.68. The commodity charge and the customer charge are added together and show up on the bill as ‘Water.”

The maintenance fee is $20. The infrastructure fee of $10 will be used to fund part of the purchase of the well (which SWUA does not own as of 2026).

Residents are billed each month for the total amount (to the nearest cubic foot) of water used since the meter was last read. Bills will be mailed on or before the 10th of each month. Bills can also be accessed online through Payclix. Payments are due no later than the 25th of the month in which they are mailed.

A $100 deposit fee is charged to establish an account. When a home is sold, the account is closed. The new homeowner will be required to pay a $100 fee before water service can begin.

How were new fees determined?

The committee of homeowners met with board member Loren Roach present. After much discussion, this committee made three recommendations to the board to raise water rates so that SWUA can cover rising expenses. In turn, the board met on January 6 and voted on the following recommendation to raise rates, which will go into effect with the March 2026 bill:

Every bill will have a new $10 monthly infrastructure fee, which will be used to fund the purchase of the wells. A 5% rate increase for both Tier 1 and Tier 2 will also go into effect. Tier 2 will change from 1400 cf to 2000 cf.

Board Meetings

Board meetings are scheduled for 

the 3rd Tuesday of every other month at the Sagecreek Church.
Meeting are held at 6 pm. Meetings are held in Jan, Mar, May, July, Sept & Nov.
The church is located at 6160 Murr Road.
